Job Title: QS and Billing Head – Construction/Real Estate
Location: Gurgaon
Department: Quantity Surveying & Billing
Key Responsibilities:
1. Quantity Surveying and Estimation:
o Lead the preparation of accurate cost estimates for civil, interior, and
MEP works in construction projects.
o Conduct detailed quantification and measurement of all materials,
labor, and overheads for each project.
o Oversee the preparation and review of BOQs (Bill of Quantities) for both
civil and MEP works, ensuring completeness and accuracy.
o Conduct cost analysis and evaluate the cost implications of various
design options and changes.
2. Billing and Cost Management:
o Lead the preparation of interim and final billing for contractors and
suppliers in line with project milestones.
o Ensure that all billing is consistent with the contractual terms, including
verification of work completed, material usage, and subcontractor
claims.
o Review and validate progress claims from subcontractors and suppliers,
ensuring compliance with contracts.
o Monitor cash flow and ensure that project billing aligns with agreed
schedules.
3. Contract Management and Claims:
o Review contracts and assist with the management of changes in scope,
ensuring that the billing reflects any variations.
o Prepare and submit variations and claims based on contract changes,
delays, and unforeseen conditions.
o Ensure the proper documentation of all variations, with detailed records
to support future claims and settlements.
4. Project Monitoring and Reporting:

o Track and monitor project costs against budgets and advise senior
management on any potential risks or cost overruns.
o Prepare periodic cost reports, including cost forecasting, progress
updates, and final cost analysis for senior management.
o Conduct regular site visits to monitor and verify work progress and ensure
compliance with contracts, schedules, and quality standards.
5. Team Leadership and Collaboration:
o Lead, mentor, and manage a team of Quantity Surveyors, Cost
Engineers, and Billing Staff.
o Collaborate with project managers, site engineers, and other key
stakeholders to resolve issues and provide cost-effective solutions.
o Ensure that all team members are well-trained in best practices for cost
control, billing, and contract management.
Required Qualifications & Skills:
• Educational Background:
o Bachelor’s degree in MEP/Civil Engineering, Quantity Surveying, or a
related field.
o Additional certifications in Cost Management, Project Management, or
Construction Law are a plus.
• Experience:
o Minimum of 10+ years of experience in quantity surveying, cost
management, and billing in the construction or real estate sector.
o At least 5 years in a leadership role, managing teams of quantity
surveyors and billing professionals.
o In-depth experience in Civil, Interior, and MEP works.
o Proven expertise in contract administration, cost estimation, and
billing systems in large-scale projects.
• Technical Skills:
o Strong understanding of construction methodologies for civil, interior,
and MEP work.
o Proficiency in cost estimating software (e.g., CostX, Candy, or similar).

o Expertise in Excel and other project management and accounting
software.
o Familiarity with local construction codes, regulations, and contract law.
• Soft Skills:
o Strong leadership, team management, and interpersonal skills.
o Excellent communication skills, both verbal and written.
o Ability to work under pressure and meet deadlines while managing
multiple tasks.
o Strong analytical and problem-solving skills.
Preferred Attributes:
• Hands-on experience in cost control and financial forecasting for large-scale
residential, commercial, or mixed-use construction projects.
• Familiarity with BIM (Building Information Modeling) for cost estimation and
project planning.
• In-depth knowledge of project management processes and procedures.
